The Competition Committee Makes Their Rulings

Eric has appealed the Commissioner’s ruling concerning the score card and the Commissioner asked the Committee to make a ruling on Eric’s handicap issue.
The Score Card Ruling:
In a 3 – 0 vote, the Committee upholds the Commissioner’s ruling concerning Dave’s score card. For the Committee it came down to one question, “What were the extenuating circumstances that prevented Dave from submitting the score card in a timely fashion?”
It took Dave 11 days after his round to submit the score card, which as it turns out, to be almost 24 hours after the last 2 golfers submitted their score card which officially ended the round. Was Dave incapacitated in such a way that he needed 11 days to send in his score card? The answer is no.

Could it have slipped Dave’s mind to submit the score card? Again, the answer is no.
Dave had numerous reminders to submit the score card. In fact, for a while Rock was in the same situation but he did submit his card after Dan reminded him that “you got to send joe a pick of ours scores from last week” Rock did this with about a week to spare. (See "reasonable person standard")
Maybe Dave did not have the technology and knowledge to take a picture of the score card and text it to the group. Once again the answer is no.

Maybe there was some other reason that Dave could not submit the score card. That answer would be, “not that we know of”, because on 2 separate texts Dave told the group that he had the score card.
There are some people that believe because you have 3 weeks to play golf this somehow automatically means that you have 3 weeks to submit your score card. How that even begins to make sense is beyond our comprehension. Not to mention, why would anyone even think to do it that way? Does the score card somehow get better over a period of days?
In the end, the Committee could find no extenuating circumstances for Dave to not turn in his score card in a reasonable, timely fashion. For some reason, unbeknownst to this committee, Teflon Dave chose not to submit the score until he was ready. Unfortunately for Eric, that was just about 24 hours too late.
The Handicap Ruling:
In a split decision, the Committee voted 2 – 1 that the Commissioner had attached Double Jeopardy to Eric and that Eric’s handicap will remain at 31 .

The majority ruling was based on the fact that the score card was not submitted / accepted so how can Eric’s handicap change without causing him irrefutable harm.
For the lone dissenting vote, the Honorable Mr. Mi Sellf wrote:
“Based on Dave’s text we know that Eric shot a 96. The issue of the score card not being submitted and therefore could not be certified nor the scores adjusted, does not change the fact we know that Eric’s handicap should change to 27. With this ruling Eric will get a “second bite of the apple” and go into this Major with at least an extra 4 strokes advantage.”
